Kabataan Party-list votes NO against the passage of the HB 6953 aka Bayanihan to Recover as One Act (BAYANIHAN 2/ BARO) on third and final reading at the House of Representatives.
This gives Duterte emergency powers until September 30, 2020, especially for realigning and reallocating the national budget, without the comprehensive assessment of the Bayanihan to Heal as One Act and liquidation of the almost P400 billion budget used.
The legislation for recovery does not even provide for clear, comprehensive, scientific, and pro-people medical solutions to the pandemic. There is no commitment to a free and accessible mass testing, not even for health workers; clause for “free treatment” in the BAYANIHAN 1 was even removed.
Second, it provides limited funds for education and assistance to students. It provides for ₱8,000 and ₱3,000 subsidy to students in private colleges and private senior high schools (SHS), respectively, yet the national average tuition is at ₱45,000.
Third, it provides lump sum yet inadequate social amelioration, especially for a recovery framework. It provides only one-time cash assistance worth ₱10,000 to teaching and non-teaching personnel, one-month aid to only one million of the 18 million low-income households, and loan-oriented assistance, instead of direct subsidy, to the agriculture sector.
